Does Trunk replace GitHub Actions or another CI provider?＋

No. Trunk integrates with your existing CI provider, uploads structured test results, and adds flaky-test analysis or merge-queue coordination around those pipelines.

What happens if I exceed the free limits?＋

Trunk uses soft limits. It does not immediately stop usage, but it shows an upgrade prompt and may contact organizations using substantially more resources than their plan allows.
